Receipt and discharge of foreign grain at licensed terminal and transfer elevators
Order no. 2011-112

Pursuant to paragraph 118(h) of the Canada Grain Act, the Canadian Grain Commission is instituting the following procedures with respect to the requirements for receipt and discharge of foreign grain at licensed terminal and transfer elevators:
Inspection
- No Canadian Grain Commission requirement for official inspection or monitoring inward into a terminal or transfer elevator or outbound from a terminal or transfer elevator.
- No Canadian Grain Commission requirement for segregation of foreign grain in a terminal or transfer elevator.
- If foreign grain is co-mingled with Canadian grain in either a terminal or transfer elevator and is shipped, upon discharge the Canadian Grain Commission must take an official sample, inspect the grain, and certify the grain as "Mixed Canadian and Foreign Grain."
Weighing
- No Canadian Grain Commission requirement for official weighing inward into a terminal or transfer elevator or outbound from a terminal or transfer elevator.
- If foreign grain is in-store during a weigh-over at a terminal or transfer elevator, it must be weighed over and included as “said to be foreign grain” and assigned a tonnage.
- If foreign grain is co-mingled with Canadian grain in either a terminal or transfer elevator and is shipped, upon discharge the Canadian Grain Commission will carry out official weighing of the grain and certify it as "Mixed Canadian and Foreign Grain."
Registration and Cancellation
- Foreign grain entering a terminal elevator must be reported to the Canadian Grain Commission via the Grain Inventory Accounting System (GIAS) and coded using a specified grade name, as outlined in the Canadian Grain Commission product segregation code index, and tonnage. The same procedure is applicable to the outbound movement.
- Foreign grain entering a transfer elevator must be reported to the Canadian Grain Commission via the Montreal Registration System (MRS) and coded using a specified grade name, as outlined in the Canadian Grain Commission product segregation code index, and tonnage. The same procedure is applicable to the outbound movement.
The implementation of these procedures does not preclude the Canadian Grain Commission from determining that official inspection and weighing of foreign grain may be required in some circumstances.
