Canadian Grain Commission announces status updates to shrinkage allowance proposals and the licensing review

Winnipeg, July 5, 2010 – The Canadian Grain Commission has announced status updates to shrinkage allowance proposals and the licensing review:

  • Effective August 1, 2010, licensed primary elevators will no longer include a 1.1% moisture rebound factor for grain artificially dried at primary elevators.
  • The comprehensive shrinkage proposal to set shrinkage levels to zero at licensed process and transfer elevators will appear in the Canada Gazette for further comment. Please refer to the Canada Gazette for more details on the proposed change to comprehensive shrinkage.
  • The Canadian Grain Commission will be re-classifying licences as needed following a recently completed licensing review. This will begin on August 1, 2010 as individual licences come up for renewal. The Canadian Grain Commission encourages producers to consult our list of licensees to find out what class of licence is held by the company which they are delivering their grain to. Producers who deliver to licensed primary elevators are able to ask the Canadian Grain Commission to determine grade and dockage and make a binding decision in the event there is a disagreement.

The moisture shrinkage change, the comprehensive shrinkage proposal and the licensing reclassifications are being made in response to regulatory inconsistencies and after consultations with producers and industry stakeholders. “Any time we can bring consistency and transparency to grain industry regulations, Canadian producers benefit,” said Elwin Hermanson, theCanadian Grain Commission’s Chief Commissioner.

The Canadian Grain Commission is the federal agency responsible for establishing and maintaining Canada’s grain quality standards. Its programs result in shipments of grain that consistently meet contract specifications for quality, safety and quantity. The Canadian Grain Commission regulates the grain industry to protect producers’ rights and ensure the integrity of grain transactions.
